Create a new publish date for characters

My recent character, which was delayed in the pending queue (because of a bug, apparently) by more than two weeks (19 days) did not get any new character bias, and so never benefitted from coming up in the "new character" list in any reasonable way. I think you should have another date on the character, the "published date" which is set when the character is made public. This way if a user creates a character and tests it for a month before submitting it, and it takes a week before making it public, it can properly reflect the true date people were able to use that character.
